Similar to Norm's description, at UMB all international proposals, except corporate-funded, are handled through our sponsored programs administration. (We have a separate team for corporate-funded agreements.)
Department administrators, with their PIs, have developed expertise for proposals and awards with international collaborators.

Hi Elena,
At Brown, we have no special or separate office. All international proposals are handled through our OSP office and this includes subsequent negotiations as well as cash management, financial reporting, etc. I have, in the past, provided separate/additional services such as probing more deeply into the terms and conditions and the scope of work, paying particular attention to intellectual property and export control issues or other complex and unusual issues.
A much more recent change, moves negotiations for (solely funded) industrial agreements to our tech transfer office and I assume this means solely funded international industrial agreements as well. As I understand it, proposals and award administration will still be processed/done in OSP, but negotiations will be handled by the tech transfer office. (I don't necessarily recommend this latter practice, however.)
Compliance is handled through the many committees (IRB, conflict of interest, IACUC, IBC, Lab Safety, Radiation Safety, etc) with OSP continuing to have oversight to ensure that all compliance is maintained as required by the funding agreements.
