F&A on US subaward from an international institution

  • 1.  F&A on US subaward from an international institution

    I  have a question to the Community.  As a foreign recipient(Prime) of NIH funding (with F&A limited to 8%, or possibly 10% in the future), are all sub-awardee institutions on that project also limited to the cap or may a US institution receive their fully negotiated rate?   I know the UG states subs are to receive full recovery but don't know if that applies to foreign primes.  Thank you.  Pam

    Hi Pam,


    My interpretation is that a US institution should receive its fully negotiated F&A rate as a subrecipient, even if the prime recipient is foreign.
