    Based on your experience with U.S. embassy grants, is it allowable to charge fees, e.g., workshop organizing fee, that is not on a cost-reimbursable basis?

    Jesse- I see the program announcement type for this grant is a fixed amount award.  The terms and conditions require accountability based on performance and results without regard to actual costs incurred.  It is not necessary to consider allowability of workshop costs based on cost reimbursement for a fixed price grant award.  Jeff
