Because of the Swiss referendum results on February 9th, 2014, in which Switzerland refused to open its borders to citizens from the newest member countries of the European Union, Switzerland is no longer considered an "Associated Country" of the European Union for the purposes of Horizon 2020's research funding.
Thus, Swiss entities no longer enjoy automatic eligibility to receive Horizon 2020 research funding, and having a Swiss entity as a part of a research consortium does not count towards having the required number of European Union entities.
For all intents and purposes, Switzerland is considered a "Third Country" like the U.S. in terms of participating in Horizon 2020 research funding. It is welcome and encouraged to do so, but it is eligible to receive Horizon 2020 research funding only on an exceptional, case-by-case basis.
