The two following websites can be used to search all U.S. federal grants and subgrants in the last 5 years, which can be searched by country and/or by institution:

    1.  Direct grants:

    http://www.usaspending.gov/advanced-search

As an example, the following lists all U.S. federal awards to organizations in Finland, which consists of 69 grants totaling $26 million:
    http://www.usaspending.gov/search?form_fields=%7B%22recip_country%22%3A%22FINLAND%22%2C%22spending_cat%22%3A%5B%22g%22%5D%7D

    2.  Subgrants:

    http://www.usaspending.gov/subaward-advanced-search

As an example, the following lists all U.S. federal SUBAWARDS to organizations in Finland, which consists of 35 subgrants totaling $5.8 million:
    http://www.usaspending.gov/search?form_fields=%7B%22recip_country%22%3A%22FINLAND%22%2C%22spending_cat%22%3A%5B%22g%22%5D%7D

We have found these search engines to be helpful in finding other institutions who may have a similar grant from a U.S. federal agency and/or for finding universities in a particular country that have extensive experience in managing U.S. federal grants.
