Federal funds to a foreign government back to a US institution

    Hi,

    Duke is a sub on an award from the Govt of Rwanda.   These funds are from private donors and the US CDC.    Do others receive funding directly from a foreign government that originates from federal funds?    Does your institution require that you follow CAS for those funds?

    Hi Christine,

    The federal funds have to be treated as such even when they are passed through the foreign government.

    The Government of Rwanda really should not be comingling the federal funds and private donors into one subaward to your institution. Is that what's happening? If so, then all the funds will have to be treated as if they are CDC funds.
