I would like to email/talk off line with someone who has export control expertise and can help me better understand how institutions can provide financial support to researchers ("US persons") who want to do "fundamental" research in the humanities and social sciences (ie, not high tech science) in those key countries that are in "County Group E" (ie, under severe sanctions).
