F&A Long-Form and Short-Form Methodologies |
This session is designed to provide a basic overview of F&A cost rate proposal principles in accordance with 2 CFR 200. Both long-form and short-form methodologies (more than one method) will be covered, as well as the differences between the two. This session will also cover when a University should transition to a different proposal methodology - as for example, their extramural funding portfolio changes. Topics include base cost development, department administrative expenses, operation and maintenance costs, fringe benefits, space, depreciation, libraries, service and recharge centers, cost sharing, unallowable costs, direct costs, and regulatory updates. |

Cost Sharing - Is it Real Anymore? |
Mandatory cost share, voluntary cost share, matching, institutional contribution, institutional commitment, and on and on it goes……. If you have been active in the research-costing world very long at all, you have heard all of these terms; and probably every one of them creates a little heartburn or causes an involuntary tic. In the early and mid 2000's, every institution went searching for all the information they could find on cost share, and wrote institutional policies to try and address this animal. Now we are fifteen years down the road. Did our policies work? Is this still the same beast that it once was? Did the Uniform Guidance change cost share rules? Do our campuses still have exposure due to cost share rules and requirements? Where do the Federal negotiators from the Office of Naval Research (ONR) and the Department of Health and Human Services (DHHS), Cost Allocation Services (CAS) stand on cost share and the F&A proposal? Be a part of the cost share conversation! Let's discuss the impacts of cost share on our industry today, what our efforts in this arena have accomplished in the last decade, and where institutions go from here. |

How to Discuss UG Compensation Compliance with Senior Leadership and Institutional Stakeholders |
Many institutions are re-evaluating their approach to Uniform Guidance (2 CFR, 200.430 - Compensation), which allows for alternatives to traditional effort reporting. This panel session will focus on the many critical conversations, that are needed in order to take advantage of the opportunity and expectation to streamline compensation controls, which may reduce burden placed on faculty and institutions receiving federal funds. This panel will share examples of how to prepare and deliver in conversations with Senior Leadership and Institutional Stakeholders. |

Discuss the circumstances where rate projections are useful and necessary for the negotiation of equitable F&A rates and how to prepare a projection that reasonably reflects an institution's future rates. The session will also review the guidance to rate negotiators on the projections in the HHS CAS "Best Practices Manual". An example of a rate projection will be used to illustrate how to best prepare the projection and the issues that need to be considered. |

Managing the Under-Recovery of F&A |
With reductions expected from federal research sponsors, institutions are increasingly under pressure to grow their non-federal portfolios, including funding from philanthropic foundations. Many of these sponsors do not allow for reimbursement of F&A or in some case only cover a small portion. In addition, many have made changes to their administrative requirements and policies adding specific compliance requirements as well as unique application and reporting templates and procedures, all of which are further burdening central and departmental administration. |

The Impact of Uniform Guidance on the Single Audit |
Uniform Guidance (UG) Subpart F introduced new and revised requirements for Single Audits. As organizations implemented the UG, auditors were implementing these new audit standards as they received additional clarification and guidance with each year's Single Audit Compliance Supplement. The Single Audit continues to evolve as auditors review updated procurement policies for organizations that took advantage of the grace period for the implementation of the UG Procurement Standards under Subpart D. |

Asset Management: Current Trends and Best Practices to Maximize your F&A Rate |
Audience will learn how to implement asset and space best practices to maximize the depreciation components of the F&A proposal. Topics will include how to optimize the accuracy of asset records for institutional stakeholders and the implementation of Financial (ERP) Systems. Presenters will help the audience ponder decisions related to inventory best practices within federal requirements, including technology solutions (including RFID tracking), and audit risk associated with F&A and Financial Reporting. Presenters will also discuss how to comply with existing asset management regulations and new requirements, including GASB 87 and 89. This discussion will demonstrate how the successful implementation of fixed asset accounting practices can lower risks, increase recoveries, and provide useful data for other institutional needs. |
