    Dear NACCA Community,

    You asked, and we listened!  Last year we asked what workshops you wanted to see.  Based on the wonderful feedback we received from you all last year, we have put together these two sensational Half Day Pre-Conference Workshops for NACCA 2019 in New Orleans!


    Workshop #1

    F&A Long Form and Short Form Methodologies
    This session is designed to provide a basic overview of F&A cost rate proposal principles in accordance with the Uniform Guidance (2 CFR200). Both long-form and short-form methodologies (more than one method) will be covered, as well as the differences between the two. This session will also cover when a university should transition to a different proposal methodology - as for example, their extramural funding portfolio changes. Topics include base cost development, department administrative expenses, operations and maintenance costs, fringe benefits, space, depreciation, libraries, service and recharge centers, cost sharing, unallowable costs, direct costs, and regulatory updates.

    Learning Objectives:  Participants will come away with a more granular understanding of the following:

    • Basic F&A rate proposal principles
    • Cost Pool and Base fundamentals
    • Long-form rate development to include allocations
    • Short Form rate development
    • Proposal Preparation requirements
    • Audit considerations
    • Rate negotiations

    Workshop #2

    Cost Sharing – Is it Real Anymore?
    Mandatory cost share, voluntary cost share, matching, institutional contribution, institutional commitment, and on and on it goes…….

    If you have been active in the research-costing world very long at all, you have heard all of these terms; and probably every one of them creates a little heartburn or causes an involuntary tic.  In the early and mid-2000s, every institution went searching for all the information they could find on cost share, and wrote institutional policies to try and address this animal.  Now we are fifteen years down the road.  Is this still the same beast that it once was?  Did the Uniform Guidance change cost share regulations?  Did our policies work?  Do our campuses still have exposure due to cost share regulations and requirements?  Where do the federal negotiators from the Office of Naval Research (ONR) and the Department of Health and Human Services (DHHS), Cost Allocation Services (CAS) stand on cost share and the F&A proposal?  Be a part of the cost share conversation!  Let's discuss the impacts of cost share on our industry today, what our efforts in this arena have accomplished in the last decade, along with……where institutions go from here.

    Learning Objectives - This workshop is a cradle to grave look at cost share. Topics of discussion and participant learning will include:

    • Cost Share - what it is, and what it isn't?
    • Institutional policies/processes to manage and track cost share from pre-award to closeout
    • Definitions from the Uniform Guidance
    • Conversations with sponsors about cost share, matching, and institutional support requirements
    • Various challenges including reporting, audits, and impacts to the F&A rate

    Prerequisite- Basic knowledge of cost share & research administration
