The U.S. remains the largest R&D spender but by the smallest margin since the mid-90s. It is 13th in government R&D intensity, fifth in private R&D intensity and 6th in basic science intensity. China not only publishes more, applies for more PCT patents than the U.S., and has more researchers, but its numbers are all growing year-over-year, while the U.S. has either plateaued or started to decrease.
